Bubble camping in Lowsec!

Insurgencies allow Lowsec systems to become Lawless space. (red triangle in nav. Lawless Hisec is also red for reasons)
When the Pirate side reaches Level 5:
- Suspects are not targeted by normal NPC gate guns
- HICs and Dictors can use bubbles (mobile bubbles are still disallowed from anchoring by Empire NPC :( )

We will be using this mechanic to bubble camp various pipeways depending on where the Insurgency has reached L5.

New player friendly! Approximate fits are fine, downgrade to fit.
Other Interdictors or tacklers welcome, SRP eligible for fits similar to doctrine.

***PIRATE RATS ARE DEATH***
Pirate and Upwell rats are transient between gates, stations, POCOs, etc. in all levels of Lawless space.
- Upwell rats will normally leave us be.
- Pirate rats will kill your face. They have very high alpha damage, even well fit Strategic Cruisers are quickly slagged by the bigger ones.
- Beware of your standings as well if you are an Insurgency player, be ready to warp yourself to safety.
- Make sure you can see them in your overview.
